Start by understanding that the web is a fluid medium, and exactly what
that means. One good place to start that is at

The short story is the user has ultimate control, which means you as
designer don't. Design to accomodate that concept rather than fighting
it.

Make no assumptions about users' needs but one: he knows better than you
what size works best for him, and you have no foolproof way to know what
that size is. Before you design, take the same step the informed user
takes: set your own browser defaults to what best suits you. Then
design. Then test, and make sure sizes significantly larger or smaller
than what you like best don't make your site unusable.

That page has <body> set to only 9px. Mozilla is set to a default of
22px, and a minimum font size of the same 22px. Note among other things
the size relationship between browser menu text and paragraph text,
absence of flash objects, absence of overlapping text, and input and
select in which 100% of the text shows. In spite of the tiny (compared
to paragraph) text embedded in images, it remains usable.
