Boke, There is no reason at all that the validator would choke on Turkish characters, if the text is properly encoded in utf-8.
I ran a test, and think I know what the problem is. If you run the validator on your current page [1], but tell it that the encoding is utf-8 (which it is not - it's iso-8859-9), you get exactly the same error message. This suggests to me that you didn't actually save your file as UTF-8, you just changed the encoding declaration in the meta tag. You should try saving the file as utf-8 (see how to do this for various editors [2]), and change the encoding declaration. Then it should work.
