It's good practise to have the title attribute also on images (in addition to the ALT), as some browsers won't display the ALT Text as a tooltip.
Well, ALT is by definition an ALTernate. The fact that all browsers in the past
chose to also show ALT as a tooltip is not really a reason to double it up
with a title. In some situations, I can see why you may want to do this, but
I wouldn't say it should be seen as a rule or anything.
