I've emailed the webmasters of UK governmental sites and public services, its the standard story.


They mostly claim that they are the "department secretary and given a copy of FrontPage and 10 days to work with"

The problem isn't with the webmasters or designers, but with the person who sets the budget, the "PHB".

Perhaps if I emailed them again, but posing as a human-rights solicitor? ;)
