I tried & but it doesn't work for these external links to this particular external website. That's the whole issue.
It *does* work. A browser translates the & into an & when making the request, there's nothing involving the particular external site that would come into account. You didn't try "double encoding" them by any chance? I had to point it out the mistake to somebody once http://www.nota-bene.org/breve94.html
