It can also be done using Microsoft's proprietary expressions,
while feeding position:fixed to all other browsers:

As for browsers which don't support frames, you'll probably
have the most trouble with handhelds, cellphones and text
browsers (which you've already discounted). Any modern
desktop browser will handle them just fine. That doesn't
make them the only option, however...
