as it *is* presentational, yes

It's accessible insofar that users can disable styles, or override
them with their user stylesheets...however, neither methods are
easily exposed to users by some of the dominant browsers.

Unless I'm mistaken, it's frequencies between 2Hz and 55Hz. So for
all intents and purposes (keeping in mind that it's unlikely you'll
be able to have flashing perceived as actual flashing at anything
higher than 55Hz - if you think of most TV sets and their nominal
50Hz refresh rate) any blinking that is faster than 2 blinks a second
can cause seizures.
