actually IE on Windows will render (if you have configured your Windows for Japanese support - assuming you are using a non-Japanese localised version of Windows). For that matter Firefox on Windows or Opera on Windows will have exactly the same problem. If the user hasn't enabled Windows language support, then none of the Windows based browsers will support the language. WinNT4/2000/XP require OS anguage enablement. Each supports a different range of languages. On the older versions of windows its more an issue of where you got your version of IE, some versions came with the IE language packs and global IMEs installed by default, some came with them as a custom install. Some versions came without language packs at all. Really depended what IE components people built into distributions of IE when they used the IE resource kit to make customised installations. In Windows Vista since Microsoft has seen the light and will automatically enable all languages in the core.
It's probably a font related issue. IIRC, if none of the fonts specified in the font-family property contain the glyphs for those characters, IE won't find and display them. You may be able to improve the situation by including the following:
font-family: "Arial Unicode MS", "Lucida Sans Unicode", sans-serif;

But then Arial unicode MS will not be available unless the user has done a customised install of Microosft Office and enabled Office's international support.
