I often add links to <http://browsehappy.com/> since all IE versions up to and including IE7 are/will be less capable than the others, and leave
the rest up to the visitor without further disclaimers of any sort -
apart from those I include on my own site :-)

It's always good to ask the client if he or she wants a tangential "statement" associated with their business. It could make more traditional business people feel uneasy - with their web developer.
