In my opinion, and unfortunately I'm only offering my opinion here, you should be able to make the case that Flash and Photoshop are not essential knowledge for Information Technology. There's a lot of work to be done with PHP, SQL, ASP, etc. that I don't think you would have any trouble finding employment without knowing Flash and Photoshop.
