A monopoly is when government gives someone the ability to legally ban competitors.

It's not difficult to go to http://www.opera.com/download/ and get the opera browser. If consumers choose not to do this I don't see a role for government. The makers of opera are also free to write their own operating system, include opera in it and sell it to PC makers.
