Andrew, I think you are miss-understanding how Government works: whether something is practical or not is pretty much never a concern unless they have to do the implementation themselves. In this case, it will be the ISP's that are forced to implement it, not the Gov itself. A similar example is in progress in the UK: the Gov have decided to introduce an 'uncrackable' bio-metric ID card for all citizens. They have been told time and again that it will not work, but this all gets outsourced to other companies, so if it fails then they get the blame, and so it goes ahead, against the wishes of pretty much the whole country.
