your mouse emulates your finger. there's no hover, you click the mouse to press your finger on the screen, you keep the mouse button pressed and move the mouse to emulate moving the finger across the screen.

This makes me think you want to emulate multitouch/gestures, which I don't think is all that relevant in the case of, say, menus and such on pages (but yes, if you want to specifically try doing stuff with new touch events on supported devices, you may have to actually get such a device as far as I know)
