In previous postings, I have mentioned that additional arguments may 
become necessary when using hamlib. Please allow me to point to the 
arguments which fldigi is using with rigcat and with the TS-2000:

Timeout: 50
Retries: 4
Write delay: 25
Baudrate: 9600
RTSCTS: false
ECHO: none
CMDPTT: none

This suggest to me that the following command may work while starting 
rigctld:

rigctld -m214 --set-conf=rig_pathname=/dev/ttyUSB0,
serial_speed=9600,dcd_type=NONE,timeout=50,retry=4,write_delay=25,
post_write_delay=50,itu_region=1
