Bill,

Unfortunately, no joy.  This version behaves identically to the -rc2 version
with respect to the DTR behavior and constant key down of the rig.

I confirm that my PTT method is "CAT", that I am actually invoking the
new version you sent, which the "About" box says,

        WSJT-X v1.4.0-rc3 r4595 by K1JT

and I still get instant transmit as soon as the program is invoked.

I have also tried PTT method is DTR with this version and I have the
same issue.

So, will have to do some digging.  Thanks for taking a look.  I will
start looking at source myself and see what I can figure out.
