It is the responsibility of individual applications to clean up temporary files where possible. If an application halts ungracefully or is killed it cannot be expected to clean up temporary files. There are some techniques for doing this automatically such as unlinking the file after creation and opening which means it gets deleted when it is closed but this is not suitable for any files that need to be seen by other processes. Some applications attempt to clean up on restart but this is not always easy especially if the temporary files are there to guard against another instance starting up.
