It's turned on in the script for WSJT-X v1.6.0 Devel:

qtenv-build-wsjtx.cmd

Lines 200 && 210:
-D WSJT_GENERATE_DOCS=ON ^

WSJT-X v1.6.1 and WSJT-X v.1.5.0 RCx do not have this line in them.
