AFAIK it is an internally defined format. The contents are the complex 
time domain signal after an initial filter and down sample. It is used 
simply to transfer the contents of the Rx sample buffer to the WSPR decoder.

It is not meant to be used as an externally readable format although the 
wsprd program can read files of that format and produce decodes for a 
period.
