Hi Bill,
As you noted, these latencies won't cancel out -- they'll be cumulative.
One reason why I don't see this as a very big issue is that whatever
these latencies (and additional ones from the receiver itself) may be,
they are *very* unlikely to be as large as the uncertainty we have
always allowed for in the computer clock and its movement through the OS
into the Tx and Rx software. That's why a range as large as -2 to +5 s
makes sense -- asymmetric to allow for the 2.5 s EME delay.
