One further thought on your refactoring of the interface to jt9.

When invoked from the command line with no arguments, jt9[.exe] now 
chokes because LU 12 has not been opened:

$ jt9
At line 156 of file /home/joe/jtsdk/src/wsjtx/lib/timer.f90 (unit = 12)
Fortran runtime error: Specified UNIT in FLUSH is not connected

Maybe this was true before, also -- I'm not sure.  Perhaps when invoked 
with no arguments it should behave as if "-h" had been specified?
