You can try out the JT65 decoder in aggressive mode on HF if you want, that's all he is saying. The JT65 decoder in aggressive mode can only be used with a frequency tolerance of 1000Hz, you can only set that if you are in JT65 only mode with the VHF & up features enabled. The background here is that the JT65 decoder has different characteristics for EME and HF so that both sets of users get what they need.
