I've found most all offsets less than 100Hz are due to poorly calibrated rigs.I 
usually contact them to let them know and have helped a few get their rigs 
calibrated.
Any movement due to QRM is usually more than 200Hz away.

Therefore it's in the band activity. Guess PA3CPS clicked around and set his
TX frequency to 2781 Hz.
