What directions are you following to install JTSDK?
Here's the best that I know

It should not take hours...unless you're running one heck of a slow computer. 
More like 20-30 minutes.

Hi Greg and thanks for the reply.

OK - tried building hamlib3 from MSYS
1st time - stackdump after 2 hours
2nd time - I stopped the program after 10 hours
3rd time - I also added pipe output to hamlib3-build.log file and got - 
stackdump + hamlib3-build.log file with not a lot in it. It  took 4 hours to 
get to the fail point

I've tried installing the JTSDK on 1 pc and 2 laptops.  It always takes hours 
and has never been successful. Getting this laptop to the Hamlib3 stage is the 
furthest I've gotten. The common thing with the 3 machines is that they are all 
on windows 10 with all the latest patches. I've got a sneaking suspicion that 
windows 10 has a line of code like

if looks_like_unix hang about for hours and then crash

Hi Colin,

I've hit the the resource unavailable problem in the past but not the 
heap issue.

Try building Hamlib3 from MSYS directly and see if you get the same error.
