Just to add a bit to this excellent suggestion.

I have an IC-7100, and it installs two serial ports when attached.
Usually this is /dev/ttyUSB0 and /dev/ttyUSB1, and usually it's the
first one I want. This might be the case also for the IC-7300?

The product and vendor id, as shown with lsusb are 10c4:ea60 for both:
vega:~: magne$ lsusb
Bus 003 Device 030: ID 10c4:ea60 Cygnal Integrated Products, Inc. CP210x
UART Bridge / myAVR mySmartUSB light
Bus 003 Device 029: ID 08bb:2901 Texas Instruments PCM2901 Audio Codec
Bus 003 Device 028: ID 10c4:ea60 Cygnal Integrated Products, Inc. CP210x
UART Bridge / myAVR mySmartUSB light


I found they fortunately differ by serial "number"

vega:~: magne$ udevadm info --name=/dev/ttyUSB0 --attribute-walk | grep
serial
    SUBSYSTEMS=="usb-serial"
    ATTRS{serial}=="IC-7100 03006047 A"
    ATTRS{serial}=="0000:00:1d.0"

vega:~: magne$ udevadm info --name=/dev/ttyUSB1 --attribute-walk | grep
serial
    SUBSYSTEMS=="usb-serial"
    ATTRS{serial}=="IC-7100 03006047 B"
    ATTRS{serial}=="0000:00:1d.0"


So I created a udev rules file, called 99-usb-serial.rules, in
/etc/udev/rules.d

vega:~: magne$ cat /etc/udev/rules.d/99-usb-serial.rules
SUBSYSTEM=="tty", ATTRS{idVendor}=="10c4", ATTRS{idProduct}=="ea60",
ATTRS{serial}=="IC-7100 03006047 A", SYMLINK+="ic7100"


So now I have a /dev/ic7100 that always point to the correct USB port
