Yes I did the reset of the frequency list according to the suggestion of the 
release notes. Now the frequency control is operational.

"Depending on what code revision you upgrade from, it may be necessary 
to do a one-time reset of the default list of suggested operating 
frequencies.  Go to *File->Settings->Frequencies*, right click on 
the table and select *Reset*."

I did the update to rc2 & 3 from wsjt-x 1.7 full release, which is the most 
recent one. So I did not expect my issue to be linked to the update.

May I suggest some specific wording :

After a software update, the frequency display may be frozen with a red 
background and the band and mode selection may not be operational.
This issue can be solved by doing a one-time reset of the default list of 
suggested operating frequencies..."
