As I said before:

Your first message implied that you suspected a problem with RRR/73 messages. 
Your test message will not shed any light on that question, as you must know. 
In any case, I did a test similar to yours. I generated 10 files with SNR=-22 
dB as follows:

$ ./ft8sim "K9AN W9MDB -15" s 1500.0 0.0 0.1 1.0 10 -22
 Generating single signal at 1500 Hz.

I then entered W9MDB into the DX call box and decoded the files with AP turned 
off. The results are:

000010 -21 0.0 1500 ~ K9AN W9MDB -15

Next, I selected “Enable AP” under the decode menu, and put the state machine 
into the “CALLING” state (see the User guide, table 2) by selecting the “CQ” 
message. In this state, the AP decoder is looking only for CQs and for messages 
containing MyCall. The results were:

000001 -22  0.0 1500 ~  K9AN W9MDB -15         a2
000004 -21  0.0 1500 ~  K9AN W9MDB -15
000007 -21  0.0 1500 ~  K9AN W9MDB -15       ? a2

Next, I put the state machine into the REPLYING state by selecting Tx1. In this 
state, the decoder looks for "MyCall ???" (ap2) and “MyCall DxCall” (ap3). The 
results were:

000004 -21  0.0 1500 ~  K9AN W9MDB -15
000006 -22  0.0 1500 ~  K9AN W9MDB -15       ? a3

000010 -21  0.0 1500 ~  K9AN W9MDB -15

Finally, I generated 100 messages, this time with SNR=-23 dB and this time the 
message contains “73”, i.e.:

There were 38 decodes, and all of them required the use of AP information. 

This all seems to be working as designed.
