OK...I guess the problems I'm seeing are just band conditions. May be some
observational bias too since having to repeat a 73 is so noticeable compared to
auto repeat of the other messages.

As I said before:

Your first message implied that you suspected a problem with RRR/73 messages.
Your test message will not shed any light on that question, as you must know.
In any case, I did a test similar to yours. I generated 10 files with SNR=-22
dB as follows:
$ ./ft8sim "K9AN W9MDB -15" s 1500.0 0.0 0.1 1.0 10 -22
Generating single signal at 1500 Hz.
f0: 1500.000 DT: 0.00 TxT: 12.6 SNR: -22.0 BW:50.0 K9AN W9MDB -15
I then entered W9MDB into the DX call box and decoded the files with AP turned
off. The results are:
000004 -21 0.0 1500 ~ K9AN W9MDB -15
000010 -21 0.0 1500 ~ K9AN W9MDB -15
Next, I selected “Enable AP” under the decode menu, and put the state machine
into the “CALLING” state (see the User guide, table 2) by selecting the “CQ”
message. In this state, the AP decoder is looking only for CQs and for messages
containing MyCall. The results were:
000001 -22 0.0 1500 ~ K9AN W9MDB -15 a2
000004 -21 0.0 1500 ~ K9AN W9MDB -15
000007 -21 0.0 1500 ~ K9AN W9MDB -15 ? a2
000010 -21 0.0 1500 ~ K9AN W9MDB -15
Next, I put the state machine into the REPLYING state by selecting Tx1. In this
state, the decoder looks for "MyCall ???" (ap2) and “MyCall DxCall” (ap3). The
results were:
000001 -22 0.0 1500 ~ K9AN W9MDB -15 a2
000004 -21 0.0 1500 ~ K9AN W9MDB -15
000006 -22 0.0 1500 ~ K9AN W9MDB -15 ? a3
000007 -21 0.0 1500 ~ K9AN W9MDB -15 ? a2
000008 -21 0.0 1500 ~ K9AN W9MDB -15 ? a3
000010 -21 0.0 1500 ~ K9AN W9MDB -15
Finally, I generated 100 messages, this time with SNR=-23 dB and this time the
message contains “73”, i.e.:
$ ./ft8sim "K9AN W9MDB 73" s 1500.0 0.0 0.1 1.0 100 -23
Generating single signal at 1500 Hz.
f0: 1500.000 DT: 0.00 TxT: 12.6 SNR: -23.0 BW:50.0 K9AN W9MDB 73
I put the state machine into the ROGER_REPORT state by selecting Tx4. The
results are:
000004 -22 0.0 1500 ~ K9AN W9MDB 73 a3
000007 -22 0.0 1500 ~ K9AN W9MDB 73 ? a5
000008 -22 0.0 1500 ~ K9AN W9MDB 73 a5
000010 -21 0.0 1500 ~ K9AN W9MDB 73 a3

000097 -22 -0.0 1501 ~ K9AN W9MDB 73 ? a3
There were 38 decodes, and all of them required the use of AP information.
This all seems to be working as designed.
