The solution which I'm using myself here, is a local NTP server, using multiple clock sources. At first, there are 3 stratum 1 sources via UDP/IP, a GPS mouse via gpsd and shared memory, and the local PC clock as an emergency source if nothing else is available. In this manner, the Internet clocks are used if an Internet access is available and the GPS mouse else.
