Can it? I see little evidence of that. The second-pass decodes appear in the Band Activity window after the first-pass decodes and my experience are relatively few in number. And when FT8 was first introduced, Joe Taylor said that two-pass decoding would not be as good for FT8 as it was for JT65. The ability to decode overlapping signals should be seen as a bonus, not something that should be used as an excuse to transmit overlapping signals intentionally, let alone used as an excuse to try and squeeze a quart into a pint pot in band planning. FT8 needs to spread out.
