That looks good to me. LOGGER is the ID (aka the --rig-name), a utf8
field and follows the packet type number field (00000004 in this case).
000000064c4f47474552 is correct for that field. The Time QTime field
follows the the ID field per the spec.
adbccbda0000000200000004000000064c4f47474552.... is correct.
