If I understand well ITU's CallSign Series Ranges, there is no
attribution related to 70AST and 65MVP. Considering the Maidenhead grid,
JO10 is located in northern France and Belgium. The prefix OT is
allocated to Belgium, but nothing like 70 is. JO63 is located in the
north east of Germany. DM is allocated to Germany, but nothing like 65
is. My conclusion is that these are pirated callsigns. Licensed radio
amateurs are not allowed to communicate with such stations. In contrast,
OT70AST and DM65MVP would be plausible callsigns. QRZ.com knows about
them. Are you sure about the slash in these callsigns ?

Best wishes,
Claude (DJ0OT)
