I also agree with Mike. Blind calling should be prevented somehow by software. 

People do not read manuals, unfortunately.

JT and FT modes have clearly shown "diode" conditions of bands. Blind 
transmitter does not receive Dx, but Dx may copy him well and waste his time 
trying to make qso.
Of course this works also other way around, you may hear Dx but he does not 
hear you. How ever this does not take Dx's time for trying to make qso that 
does not succeed, what should be the goal to maximize Dx's qso rate. 

So preventing this requires software to decide when to fire transmitter.
Do not rely on operator he is blinded because he needs qso and does anything, 
against manuals, to get it.

It does not have to be Cq to be heard first before releasing transmitter. It 
just needs to be any transmission from the call that is entered to Dx call edit 
box by hound operator.
