Noticed that an FT8 (or JT9 or JT65) signal starts out at a level noticeably
above the average power level when a high power on the slider.
Is there a reason for this? Seems like this could overdrive some rigs running
at max power already.Only noticeable when WSJT-X level is above -3.4dB and more
pronounced as the level increases.
