Using rc2 and 1.91, I checked on my system and do not see what you have described. I use an SDR setup with virtual audio channels (ANAN, PowerSDR, Muzychenko VAC, Windows 10pro). Since I was not sure what you meant by the "12db down” comment, I tried it with the WSJT power slider at both -0.3db (where I usually run) and -14db. At -0.3, I had a normal ~95W output tx waveform - at -14db 1-3W tx output. I was switching between 17m, 15m and 60m.
However, clicking the WSJT-x tune button, I do see a small, ~10db above no signal, on both tx on and tx off which then goes to full power and no power as appropriate. It lasts ~1/2 to 1 second both ways and always happens no matter whether switching channels or making calls. I think its been there since I started using WSJT-X around 2016. I took note of your message because it seems to me that both the rc1, and rc2, outputs seem more stable in amplitude and timing than the previous few versions, i.e. apparently, some change has been made in the tx output processing.
