Hi Don (and others)! ARRL started to publish lotw users database in August 2017. File is lotw-user-activity.csv.
It used to be updated every Sunday, but they skipped last one, so current is from October 7th, 2018. Maybe some proxy site can be established? ARRL LotW servers might not be happy by 10 0000 WSJTX users downloading new file every two hours before they learn their schedule?
