To clear this up. The official Fedora and Fedora EPEL packages I maintain
use the version of hamlib in Fedora since bundling is highly discouraged.
The version for both is the current 3.3 release.

I have made almost 1000 contacts in JT65 and FT8 since circa version 1.8
this way.
