After looking at past years of ARRL RTTY Roundup logs, I have concluded that my original post is correct. Stations in Alaska and Hawaii should enter DX in the "Exch:" box on the Advanced Page and . AK and HI should not be legal input into that box. Furthermore, they have to send serial numbers since they are DX.

It shouldn't be. Alaska and Hawaii are considered DX in both the FT8 Roundup and ARRL RTTY Roundup. I just tested it and you can input either AK and HI and it's accepted. AK and HI stations should enter DX here.
