Hi Jim,
please confirm exactly which version of the OpenSSL libraries you
installed? You can get that information from the Windows Control Panel
"Programs and Features" panel or "Apps and Features" in Windows 10. the
current version is "Win64_OpenSSL_v1.0.2s_Light".
If that is as expected, although any recent v1.0.2 version should do,
then do the following:
1. Open a CMD prompt window,
2. type WHERE libssl32.dll
3. hit ENTER and report back what is printed.
