Some people like to exchange grids on HF bands and some people don't need them. Those that want a grid may be frustrated by callers who don't provide one. Those that don't want a grid may be frustrated by those who extend the QSO by providing one.
The solution seems simple to me - If you want callers to reply to your CQ with a grid then include your grid in your CQ. If you don't want the first reply to be a grid then don't include a grid in your CQ. If this is adopted as standard practice then WSJT-X could automatically select the appropriate reply to any CQ that is clicked. A Settings/Behavior option could be used to define if a CQ message is generated with, or without, a grid. Comments? 73, Andy, k3wyc
