I believe this is further tied to any 3 or 4 letter CQ modifiers only and not
2 letter modifiers (old modifiers). This is why CQ RR didn't cause any issues
in the past. Not sure about the behavior on 1 letter modifiers.

During the ARRL June VHF Contest, the Hold Tx Freq checkbox had no effect when
unchecked. It acted like it was always checked. The only behavioral difference
is that you can edit the Rx audio frequency, but the Tx Freq never moved. This
is contrary to the behavior during normal operation.
