I knew loops were narrow, but that's narrow! But there'd be no need to
retune unless the existing bandplan allocation is widened. My initial
idea is to hop only within the existing ~3 kHz, and then only between
transmissions.

I see no problem with synthesizer PLLs retuning between transmissions.
There's already a fairly long gap of several seconds between FT8
transmissions, which allows plenty of time. I don't know about ATUs so I
defer to you on that. Again, this would apply only when hopping by more
than the existing 3 kHz.

It certainly could. My understanding is that right now, reports include
only reception. Reports of transmissions made (successful or
unsuccessful) could be useful.
