Hi Using IC9700 with 2.5.2 with out any issue - I don’t recall seeing any hamlib fixes for 'open com port' being reported recently.
That error suggests COM11 is no longer available - if using windows double check the device manager to make sure COM11 still exists. Double check it is not being used by any other applications. If using another OS I can't help with method of checking com port existence.
