Using WSJT-X 2.7.0-rc2imp I experience this as a new "feature":

When a counterpart responds to my CQ, or he/she tailends a QSO I am
finishing, both start time and end time are logged with TIME_OFF only, i.e
a duration of 0 seconds.

However, when I respond to stations calling CQ, or I tail-end a QSO,
TIME_ON and TIME_OFF are logged correctly. TIME_ON is logged when I start
the Tx 1 message that my counterpart responds to, and TIME_OFF is logged at
the start of my RR73 (Tx 4) message. Such a QSO is logged with a duration
of 1 minute.

 This corresponds to "normal" time logging when I am calling other
stations, but changes to "contest" time logging when I am being called
(TIME_OFF only). I want my QSOs to be logged with the correct QSO start
time (TIME_ON) and QSO end time. I see no reason for having different
logging practices depending on who is the caller in the QSO, so I tend to
see this as a bug that should be looked into.
