This should not rise to the level of "hurt feelings".

Anyone can "report" anyone for anything. The transmission of a callsign does 
not necessarily mean that the licensee is sending that transmission.

In the US, in the instance of an accusation of operation outside of what a 
license allows, the FCC would determine the geographic source of the 
transmissions first. That is if they decide to act at all, which is highly 
unlikely. This would clearly indicate if it's the licensee or some pirate. It 
would be very surprising if VK is any different.

The callsign pirate does their shennanigans to get a rise out of people. 
Ignoring them is the best way to proceed.
