It turns out that this problem is very easy to reproduce.  First some 
background on my configuration.

The TS-590S has both a USB port and a traditional RS-232 COM port.  The USB 
port connects to an internal USB hub which, in turn, connects to a USB UART for 
CAT and a PCM2903B USB Audio CODEC.  In my station OmniRig is connected to the 
RS-232 COM port and does not use USB CAT.

Starting with WSJT-X connected via OmniRig and connected to rig USB audio CODEC
I pulled the rig USB cable
I observed WSJ-X report loss of sound interface
I went to Settings/Audio and saw Input TS-590 USB Audio CODEC not found
I went to Settings/Radio and executed Test CAT - Failed with "failed to start 
OmniRig server"
I restored the rig USB cable
I went to Settings/Audio and restored the rig CODEC connection
I went to Settings/Radio and Executed Test CAT - it failed.
I terminated and re-started WSJT-X.
It started with no errors.

I see no reason why loss of USB Audio should cause WSJT-X to be unable to 
connect to OmniRig and think there may be an unintended dependency in the code.
