I think it's to prevent you from transmitting on top of another caller, if
the DX thinks you completed the QSO, but you do not.  Otherwise, there
could be two stations calling on df=674:  you (trying to complete your QSO
by sending your report second time) and the other caller who is trying send
his/her report for the first time.
