The following is an extract from para 12 in the 'FT8 DXpedition Mode User 
Guide' that was
published in 2018:

"12.  After you receive a signal report from Fox, WSJT-X will automatically 
send your next
transmission as message Tx 3 ("R+rpt") at the same frequency at which Fox 
called you. If
you need to send "R+rpt" more than once, subsequent transmissions will be moved 
300 Hz
higher or lower."

As you'll see, it's entirely normal and expected behaviour for the Hound to be 
QSY'ed either
up or down by 300Hz, and it's not a new feature.
