There seems to have a bug (even in trunk) about AES Key Wrap into
org.apache.ws.security.policy.Constants : 'KW_AES128' value is
"http://www.w3.org/2001/04/xmlenc#kw-aes256";, and 'KW_AES256' value is
"http://www.w3.org/2001/04/xmlenc#kw-aes128";.
