I've marked 3.2.1 as complete. And, changed the repository to http://download.eclipse.org/webtools/repository/helios as that is the most current and moving forward repository.
The old http://download.eclipse.org/webtools/updates/ will be left in place for a long time, as that has some old Galileo based code in it.
