I would like to discuss this again this week during our status call.
Normally we make this type of process change optional for each sub 
project, but I also appreciate a standard set across all projects that 
welcomes new contributions.

Would it be possible for you to help us define the set of instructions for 
project leads to follow(like you started below)?   You can use me (JavaEE 
project) as an example.
